| China Fastener Industry: Breakthroughs Come from the Change of Ideas |

The Eleventh Five-Year Plan (2006-2010) is very significant for China fastener industry.
Mr. Feng, president of China Fastener Industry Association, announced on the 15th National Fastener Economy & Trade and Technology Conference, "the Eleventh Five-Year Plan provides a good opportunity for fastener industry. Yet, it is also a historical turning point for fastener industry, because once China fastener industry fails to finish the tasks, it might be on the edge."
That how fastener industry develops during the Eleventh Five-Year Plan is certainly a serious question that is highly concerned about by fastener people. That is because industry department attaches great importance to planning tasks according to the importance, particularity and complexity of the Eleventh Five-Year Plan. To develop fastener industry, ideas should be changed in this period. The Eleventh Five-Year Plan is totally different from that of the past 20 years. In the past, fastener industry entered market economy to carry on modernization, while today we need to apply information technology. Since the old way does not work, ideas have to be changed. It is ideas that determine the result.
China fastener industry should have the following goals during the adjustment period (Eleventh Five-Year Plan) of product structure: Based on the four biggest fastener manufacturing bases (Haiyan, Ningbo, Wenzhou, Yongnian), several manufacturing bases are to be established. It is expected that a global fastener manufacturing base will have been primarily formed by 2010 and a global fastener manufacturing center will have been basically formed by 2020.
"Base": The proportions of production and sales keep growing, but it mainly processes for others, and most products are of low-end. Less initiative and profit.
"Center": The competitive edge in the international market has improved. Mass participation in the international division. The industry is involved in the international top-end purchasing network. Mid/Top end products account for 30% to 40%.
Only if the breakthroughs from base to center are achieved, the unreasonable conditions of global wealth allocation in fastener industry could be smashed.
To achieve breakthroughs, it is impossible for fastener enterprises to develop at the same speed. At present, there are nearly 8000 fastener enterprises in China. It is rational to let a few energetic fastener enterprises to develop first. These enterprises play as a leading role to drive the improvement of the overall industry.

The global demand of fasteners has dramatically increased since 2000, which has already become the focus of market competition and influenced various areas and machine parts. During the Eleventh Five-Year Plan, in order to adapt to the foreign market demand, we have to improve our R&D capacity, give fully support for the development of heat treatment (carburization) products (making it above 50% of the total), the property class above Grade 10.9 high strength fasteners, various kinds of non-standard parts, the combination screws and parts, stainless steel fasteners, IT industry micro-screws, self-locking fasteners, titanium alloy fasteners, automotive special fasteners and various kinds of coating, chemical coating fasteners.
China fastener enterprises should have some breakthroughs in order to adapt to the global operation. Currently, it is very important for them to cultivate fastener talents and carry out cultural building. Fastener talents should come from various backgrounds. The most important point is that fastener enterprises should make efforts to build study enterprises, considering it as the main channel for talent training to let various talents grow in the course of practice. In addition, cultural building in fastener enterprises must be established. Without culture, an enterprise is just going with the stream of other enterprises. It could not have good accomplishment.
During the period of the Eleventh Five-Year Plan, fastener enterprises have to give prominence to the new fastener culture: "Innovation, fusion, pragmatism and breakthrough". Besides, they have to emphasize on cultural building and widely enter the development system of global division in fastener industry. China fastener industry is certain to enter a high speed development era after long-term efforts. |
